From Alison Donald: Hostal Miraflores at no. 920 Calle Sucre, 170Bs per night for a double en-suite room, price including breakfast. Clean, quiet, all the hot water you want and a simple breakfast of coffee and a sweet roll. I would certainly recommend this place.
From Nancy Knowles: Residencia Rosario for even cheaper, yet very clean and friendly, hot (gas heated) showers.
