How will I get a visa?

I am a Cameroonian planing to make a trip in Bolivia. In fact, I am selected for a PhD position at the Autonomous University of Barcelona (Spain). We will be going to Bolivia for a month training course on field research methods organized by Centro Boliviano de Investigacion y Desarrollo Socio Integral (CBIDSI) in collaboration with ICTA (Spain). As a Cameroonian, I am convinced I need a visa but there is no Bolivia Embassy/consulate around me. How can i get the visa? Will i get it on arrival in Bolivia?
