How do I claim an inheritance (land) in Cochabamba?

I recently discovered that a lot was left by my grandparents to my father who has passed away in Cochabamba, Bolivia. The problem is my father's sister's never registered the property after the will was read. Now we can't even find it because apparently it is not registered in the new computerized system in Cochabamba. What do I need to do to clear the land and find out how much in back taxes are owed and to actually locate the land. Approximately how much would this cost?

In Bolivia with Morales as president President there is no protection for private property. I have hundreds of hectares of land in La Paz and the coca farmers have taken over burning planted fruits and coffee. I still pay taxes. Wait till there are elections and maybe a moral government is elected. In Cochabamba specially any land they can grab, coca farmers will. You can hire a lawyers trough the Embassy of the country you live and can let you know.
