Requirement of Visa for Temporary Bolivian Residents to countries of Comunidad Andina ?

I am an Indian citizen currently residing in Bolivia with a 1 year temporary resident visa and also have the Carnet de Extranjero.

I understand the Bolivian citizens can travel to certain neighbouring countries like Colombia, Peru etc (Comunidad Andina) without the need of respective visas.

Can I (as a temporary resident of Bolivia) also travel to these countries with my Indian passport and Bolivian Cedula (Carnet de Extranjero) but without visas for these countries ?
