Obtaining Bolivian tourist visa when arriving from Chile to Bolivia through Land

Dear Sir/Madam,

I am a Sri Lankan student studying in Finland (hence I hold a student resident permit).
Next year summer I plan to visit Bolivia, so I was wondering whether Sri Lankans can obtain on arrival visa (Air or land) or should I apply from Finland (I will be entering Bolivia from Chile- so will not fly to Bolivia), I would also like to know the visa fee, and other documents required.
