I'd like to repeat that for RESIDENCY you MUST have a visa de objeto determinado (specific tourist visa) NO MATTER what country you are from - ONLY tourist visas may be purchased upon arrival, per information given us by Bolivian immigration officials.

India falls under group 2, so you can apply for the visa upon arrival. If you cross the border, you should be granted visa there.

Paula, I believe that might be the case for US citizens. The visa for Indians is free - however, not sure if its available on arrival.

I believe that once you arrive to Bolivia you have the option of purchasing a Visa at the airport.... it's around $150.00. I'm going to Bolivia in a week and will purchase my visa there.
