Bolivian citizen trying to get a VISA to travel

Hi, I tried searching the boards but I can't find this particular answer. I am a US born Citizen and my wife is a naturalized US Citizen originally from Bolivia. Her sister, a Bolivian citizen, was denied twice for a VISA to come to the USA and visit. This is so ridiculous but not the point of my email. We were trying to bring her here for a visit for her 21st birthday in a couple of months. She is so disappointed I can't explain. Instead, we are hoping to take her somewhere new and fun to celebrate her birthday. But I am concerned that she may find it equally difficult to get a tourist visa to other places as well. We don't have a destination in mind but are considering Europe or Asia - basically somewhere other than South America so she can see a different part of the world. We don't have unlimited funds and the US was the best option for us, but at this point she is so disappointed we just want to do something nice for her. Can you please recommend countries that you think she can get a Visa to visit fairly easy, being that she is a Bolivian Citizen?

If you plan to travel to another country where your niece will not need a visa, you'd have to be sure YOU don't need a visa too.
