Where to apply for Bolivian Visa from Ghana

I am a Ghanaian and i live in Ghana. I will like to Apply for a Visa to Bolivia but I do not know how. There seems to be no Bolivian Embassy in Ghana. If that is true then which neighbouring country do i have to visit to apply for the Visa. Please help.
