Visa on Arrival in Boliva: Easy to Get?

Hi, I am a US green card holder with Indian Passport planning on going to Bolivia for tourism. While all the websites say that I can get visa on arrival at port of entry (La Paz), the lady at the consulate scared me that there are chances that they might reject my application for visa on arrival. I was wondering if anybody knew how easy it is to get the visa on the spot; are they very strict about it? Also, what all documents are required for the application on arrival? Any quick response will be highly appreciated.
Thanks, Nitin

issued at the airport

If you are coming in on a tourist visa and don't get one at the consulate in the US, they will issue one at the airport. The cost is $135.

If you are moving here to live, you have to come on a specific purpose visa, and that one you have to get before you arrive. The cost is $85.
