Here's a novel idea. If you're so keen on seeing the inside of the San Pedro prison why don't you volunteer at the prison. At least you could do some good while you're touring. The kids would probably love it.

While I agree that the guards are also to blame, to the tourists I would say there is such a thing as "just saying no".
