I am a US citizen planning to apply for residency in Bolivia. Am I supposed to obtain a Specific Purpose Visa BEFORE I leave the US or upon arrival in Bolivia? If I'm supposed to get one here in the States, where can I do so and how long will it take? Do I have enough time if my flight leaves on October 5?
