Inquiry about work and living in bolivia

Hi there im also a webmaster myself and I am really proud of you that you did this very resourceful site even though you dont have any solid experience in web designing. Anyway my question is im from the philippines and I would like to try my luck there living in la paz do I need to have a work before I can live there and if not is finding work there easy. And what is the rate of an expat if I will be working there. Is food and basic necessity there cheap i mean is living in bolivia cheap hehehe. Hope you can answer my basic questions coz i really am very interested to know more about bolivia. thanks a lot
