Children Visiting Bolivia - One Parent is Bolivian and the Other is a US Citizen

Dear Bella, My wife is Bolivian and is a US permanent resident, I am a US citizen, we have one daughter (3months old) in common and want to know if she will need a visa to visit her grandparents in Santa Cruz. We will also be moving there in spring 2012 and I also want to know if our daughter will need to enter on a specific purpose visa? Does our daughter need to be registered with Bolivian consulate here in the US or can we do that when we are in Santa Cruz this fall, or does this even need to be done? When we move there will we need any of our documents legalized here in the US before arriving there? I know a little bit about the immigration process but you always get different information as it is always changing.
I have sent two request via this site to ask for more information about your EXPAT SERVICES but have gotten no reply..can you help? I would also like to meet with you when I am there and discuss these services that you offer.
