Carnet de extranjero - Bolivian identification card

Hey all, I have a quick question about the carnet de extranjero. I finally received my carnet in July but it says it is only valid until October. I was wondering if it is always like that and I need to keep renewing it every 3 months or if there is another alternative. Thanks for any help.
