Citizens of Bangladesh will be issued tourist visa upon arrival in Bolivia
by: BoliviaBella.com

Jalil, according to the Bolivian Ministry of Foreign Affairs website, there is a list of 3 Groups of tourists. Group 2 is a list of countries whose citizens do need a tourist visa but they DON'T have to get it prior to arriving in Bolivia. The tourist visa is issued to them upon arrival at the airport or border point. You can see that Bangladesh is on the Group 2 list.

http://www.rree.gob.bo/webmre/documentos/servicios/d48.htm

This is only for TOURIST visas. It does not apply to those who are moving to Bolivia to seek residency.
